The publication team of the Journal Public Affairs and Governance is bringing out Volume 9, No -2&3, April - December 2021, amidst circumstantial problems. However, in it, there are five research papers concerning health communication in a different setting, issues of senior citizens, physical infrastructure available for the women personnel in the Border Security Force, CPGRM Sand Grievances Redressal Mechanism in India, and women participation. There are four articles in this volume contributed by the international scholars mainly from Bangladesh, on the political empowerment of women and urban local bodies, citizens” trust in the administration, city corporations, the election of local governance, and microfinance and the role of GO-NGO, etc.

The first paper by Satyajeet Nanda raises concerns about Stakeholders’ Perspectives of Health Communication in India. Eventually, he has examined education awareness, barriers of health communication and other related issues. The paper has also highlighted various forms of communication and strategies of the communication.

The next paper by Samunder Singh, Rakesh Kumar and Sunil Deswal is linked to the problems of Senior Citizens in Haryana. More particularly, the authors pinpointed the problems of Senior Citizens (estimated 323 million in 2050). The problems are the result of the declining of moral values, and the negligence by the generation next or maintenance resources deficit and health care are also the issues of concern. Further, the authors have discussed constitutional provisions i.e. Haryana Maintenance of Parents and Senior Citizens Rules 2009 related to the care of the designated group.

Harmeet Singh and Anil Monga's paper is written on Assessment of Physical Infrastructure Availability for Women BSF Personnel: An Empirical Study In the paper, authors have highlighted the availability of infrastructure in reality and what is a viewpoint of the women personnel in BSF on availability with particular reference to privacy, living conditions, toilets, and women-specific infrastructure through feedback. The study reveals that at Bn Head Quarter and BOPs level adequate facilities are created for the women personnel in BSF but when women personnel are deployed for outdoor duties there is lack of facilities such as privacy and living conditions.

The paper on ‘The role of Centralized Public Grievance Redress and Monitoring System (CPGRMS) in Ensuring time-bound and effective redressal of Grievances, of Govind Kumar Inakhiya, paper made effort toward role of CPGRMS in the redressal of grievances from 2008 to 2019 through substantial evidence. Paper described various evolutionary phases of the GRM in India, and a new e- portal of the CPGRMS at the Central and State level have covered.

In the paper on ‘Women Participation: A Displacement Perspective’, is contributed by Subal Tandi, the author has highlighted various issues of the participant such as policy measures, the economic gap between technologically trained workers and agriculture economies, also the issue of the cultural divide. The Paper is based on empirical evidence where the author found some gaps such as government did not provide any awareness, monetary compensation, resettlement and rehabilitation process to the women.

Jannatul Ferdous, Md Nahidul Islam, and Nur Mohammad in paper on ‘political empowerment of women at the Urban Local government in Bangladesh: A Study of two City Corporations’ have discussed the political empowerment and political participation of women in Cumilla and Narayangang City Corporations. Essentially, the paper has highlighted the voice raising and decision making power of Bangladeshi women. No doubt, increasing participation and mainstreaming of women are gaining popularity day by day.

The paper titled’ To What Volume Citizens’ Trust Swing Regarding the Professionalism of the City Corporations A Comparative Study in Bangladesh by Hosneara Dalia, focuses on the issues of trust and professionalism in City Corporations in Bangladesh. Above all, citizens confidence is linked to Public Service Delivery. And financial crunch and professionalism are major challenges of citizens’ trust building process in the said Corporations. Essentially, the author is of the view that quality public service delivery and a good performance standard are key to citizens’ trust in Local administration in Bangladesh.

Mohammad Nur Ullah's paper on ‘Democratic Local Government Election in Bangladesh: Understanding the Missing Middles’ deals with the problem of election sat Local Government levels in Bangladesh. True, free and fair election is the need of the hour. As a matter of fact, the authors have stressed on few suggestions for addressing the haphazard nature of local elections.

The last article ‘Effects of Microfinance to Reduce Poverty: A Comparative Study of GO-NGO Collaborated and Non-collaborated Projects’, by Nusrat Jahan Arefin, examines the role of microfinance in poverty reduction with the help of GO - NGO. The author has raised very essential questions like how are the microfinance activities initiated and implemented through GO- NGO in Bangladesh? and to what extent Go- NGO have been providing credit to poor people who lack savings and capital but have a desire to get jobs?.
