Role of PRI Functionaries in Adaptation of E-Governance at Gram Panchayat: A Study of Two States

Abstract

Government services are made accessible to the public in an easy, efficient and transparent way via the e-governance process. Centre’s e-governance practices were implemented for a long time ago and almost all the states and union territories have also begun to implement e-governance measures to monitor and oversee different government activities. The Government of India encourages e-governance at various levels offering prizes for the best e-governance practices. In reality, the administration of e-governance is effectively focused on the blocks and districts. But, because of the lack of resources and infrastructural bottlenecks, grassroots institutions could not implement e-governance to the maximum extent of public reach. Under these circumstances, a research study is conducted to know the willingness and support to the e-Governance implementation at gross root level by the elected representatives, panchayat secretaries in two states viz. Kerala and Madhya Pradesh. Through this study, it is intended to know the willingness and support getting from the officials to roll out and build the e-Governance system at GP level in two states. It is evident that in selected states that the Panchayat Raj Institutions (PRI)s are completely satisfied with enabling the e-Governance system at GP level in providing the e-services to the citizens.
